CITY OF COVINGTON 2010 DWSRF

The City of Covington owns and maintains a water distribution system throughout the City. This system includes water mains ranging in size fro 2” to 24” in diameter along with storage facilities. While the majority of the City’s distribution system is adequate to meet existing needs, there are some areas where existing water mains are undersized and antiquated, having been service for over fifty years. Some of the City’s older small diameter water mains are constructed with galvanized metal. These mains do no provide adequate flow or water quality. Additionally they are deteriorating which creates leaks and maintenance issues. Some of the other mains are constructed with asbestos cement (A/C) material. These A/C mains are also deteriorating, creating maintenance issues and posing health risks. The Environmental Protection Division (EPD) encourages communities to replace their water mains constructed with asbestos cement to reduce the potential health risks.

The existing water system in the proposed project area includes 2” galvanized and 6’ asbestos cement mains. The proposed project will replace approximately 11,000LF of 2”, 4’ and 6” pipes with 8” ductile iron water mains. These mains will be installed primarily within the existing street right-of-way and will include new fire hydrants, valves and appurtenances. Additionally, the project will include looping dead-end mains to provide improved water quality and flow.

The Georgia Environmental Protection Division (EPD) has conducted a review of the above subject project in accordance with the State’s Environmental Review Process (SERP) for Drinking Water State Revolving Fund (DWSRF) projects. The EPD has determined that this project is eligible for a categorical exclusion. Accordingly, the EPD is exempting the project from further substantive environmental review requirements under Georgia’s SERP.

The proposed DWSRF project consists The proposed project involves the following: replacement of existing waterlines, valves, hydrants and appurtenances and construction of new waterlines, valves, hydrants and appurtenances for the City of Covington. The ARRA project will provide the City of Covington Water System and its customers with numerous environmental and financial benefits.

This project is eligible for a categorical exclusion because it meets the following specific criteria, outlined in the DWSRF SERP: Improvements to existing surface or ground water treatment plants, including improvements to enhance security, which do not add a significant change in treatment capacity.
Furthermore:

• The project will not require issuance of a new or modification of an existing ground water or surface water withdrawal permit;
• The project is not known or expected to have a significant adverse effect on the quality of the human environment, either individually, cumulatively over time, or in conjunction with other Federal, State, local or private actions;
• The project is not known or expected to directly or indirectly have a significant adverse effect on: cultural resource areas, such as archaeological and historic sites; habitats of endangered or wetlands, important farmlands or aquifer recharge areas; and
• The action is cost-effective and is not expected to cause significant public controversy.

This determination shall become effective after thirty (30) days following its distribution by EPD and can be revoked if significant adverse information is made available. The documentation to support this decision is on file with the Georgia Environmental Protection Division and is available for public scrutiny upon request. A copy of the proposed project documentation is also available for review at the City Hall in Covington, Georgia.

All interested agencies, groups and persons supporting or disagreeing with this decision are invited to submit written comments within thirty (30) days of the publish date of this notice to:

After evaluating the comments received, EPD, will make a final decision regarding approval of the project planning documents. No administrative action will be taken on the project for thirty (30) calendar days after publication of this Notice in a local newspaper that serves the City of Covington area.

The Atlanta Gas Light Company has filed with the Georgia Public Service Commission a Petition for Approval of Adjustment of its Rates and Revised Tariff. Copies of this filing are on file with the Georgia Public Service Commission. This matter has been assigned Docket No. 31647 and has been scheduled for public hearing before the Georgia Public Service Commission on Tuesday, August 10, 2010 through Thursday, August 12, 2010 at 10 a.m. each day, except Thursday, August 12, 2010, on which hearings will begin at 1:30 p.m. Hearings will resume on Monday, September 13, 2010 through Tuesday, September 14, 2010, beginning at 10:00 a.m. on each day, and again on Tuesday, October 12, 2010 through Thursday, October 14, 2010 at 10 a.m. each day, except Thursday, October 14, 2010, on which hearings will begin at 1:30 p.m. Any one interested in this matter will be given the opportunity to express his or her view pursuant to O.C.G.A. Section 46-2-59. All hearings will be held in Room 110 of the Georgia Public Service Commission offices located at 244 Washington Street, SW, Atlanta, Georgia 30334.
